The Lord said to Joshua:
“Tell the Israelites to designate the cities of refuge, as I instructed you through Moses.” ~Joshua 20:1-2
God provided not only for their ease (as in the allotment of land) but also for their safety in times of trouble. If it were ever to happen that someone caused an accidental death, the deceased’s family might seek out the guilty party and exact revenge by killing that person without a fair trial. God gave the Israelites the privilege of asylum in certain cities where they might expect a fair trial and essentially exile themselves until the current high priest’s death.
